Challenge
In 2019, the Orange County Sheriff's Department was notified of a jail audit by Disability Rights California to assess accessibility for inmates with disabilities. This led to a broader overhaul of the Corrections System to address the needs of individuals with physical disabilities, behavioral health, substance use disorders, and co-occurring conditions.
Solution
Data was collected from multiple behavioral health, correctional health, and jail databases to establish a baseline and measurable goals.
An offsite with over 80 criminal justice professionals encouraged cross-sector discussions, including between Public Defenders and District Attorneys.
A strategic plan with clear goals, objectives, and an "end state" was created, along with an implementation plan detailing activities, phases, and resource needs.
A progress monitoring system and governance structure were set up to track progress and address policy issues.
